Early Childhood Program Announces Changes

Rome, NY – The Rome City School District’s Early Childhood Program is pleased to announce the following changes for the upcoming 2019-2020 school year.


The District’s long standing 4-year-old UPK Program and recent 3-year-old 3PK Program are funded through a grant between the Rome City School District and the NYS Education Department’s Office of Early Learning.  In an effort to maximize the grants’ funding, District oversight, and quality requirements; the Early Childhood program will offer the following configuration for 2019-2020 school year:

  • Full-day programming for all 3PK and UPK slots
  • Classroom locations at Clough and Rome Catholic
  • Extended day options available


If you have already completed an application for either the 3-year-old or 4-year-old program, the Early Childhood Office at Clough will contact you to re-confirm or change your preference sheet beginning Monday May 13, 2019. Placements will be confirmed shortly thereafter.

If you haven’t registered your child there’s still time!  Please stop by Clough School, 409 Bell Road to complete an application.  Don’t forget the following items:

  • Birth certificate showing your child turning 3 on or before December 1, 2016 or turning 4 on or before December 1, 2015
  • Proof of residency in Rome City School District
  • Proof of immunizations
