The Rome City School District has worked closely with FEMA and the New York State Division of Homeland Security and Emergency Services (DHSES) throughout the recovery process following the 2021 flood.
Throughout this process, the District has relied on the guidance provided by the agencies overseeing recovery funds. We were continually advised that the FEMA funds associated with this project could not be used to pay for the demolition of the former George R. Staley Elementary School.
That direction was provided both verbally and in writing by the DHSES. In an email dated November 18, 2025, our DHSES representative stated, “Please remember that these monies are available as reimbursement for completed work on the project and cannot be used for the Staley demolition.” In a subsequent written communication dated February 27, 2026, we were again advised, “FEMA money cannot be used for that but final payments by FEMA is contingent upon the demolition.”
The District relied on this information when making decisions and communicating with our Board and community about the project and the use of these funds.
We have recently been made aware of a letter from FEMA that appears to differ from the information previously provided to the District by DHSES. We have brought this discrepancy to DHSES’s attention and requested clarification of the direction previously provided to the District, including how it should be understood in light of the recent FEMA communication.
The District has acted in good faith and in accordance with the direction provided to us throughout this process. We believe it is important that FEMA and DHSES clarify the requirements so that the District, as the recipient of these funds, has a clear understanding of what is permitted and can proceed accordingly.
The timing of this clarification is particularly important as the District continues planning for its Capital Improvement Project 2026, which includes a proposition for the demolition of the former George R. Staley Elementary School and is scheduled for a public vote on December 8, 2026. Having a clear understanding of all available funding sources and their allowable uses is an important part of responsible planning as the District moves forward.
Our focus remains on the responsible stewardship of public resources and making decisions in the best interests of our students and community. We appreciate the continued partnership of FEMA and DHSES and look forward to resolving this matter with clear guidance.
